The United States locks up more people per capita than any other nation. The Bureau of Prisons ("BOP") reported in May of 2025, more than 143,871 incarcerated individuals, 62,271 of those doing time for drug convictions. ​​​​

Each year, over half a million people are released from prison—many with legal skills and knowledge gained inside. Yet they face stigma, legal hurdles, and systemic barriers to meaningful work. The MHLA Center works to close this gap by developing their skills, supporting long-term employment, and fostering dialogue among legal professionals, students, and scholars on criminal law and reentry.

Law libraries found in most Colorado detention centers have literature out of date with rule books incomplete.
MHLA Center is accepting donations for legal literature specifically, State and Federal Rules of Criminal Procedure to supplement legal libraries across the state of Colorado.​
